Ps4 Cannot Download System Update

The newest update for my FIFA 18 on my PS4 just wont download. I've downloaded it more than 10 times and it downloads with a great speed and downloads the whole 989 MB in 5 minutes but right at the last 10 MB where it says 20 seconds remaining it fails. When i click on resume it never works and keeps saying error download but when i delete the file and download it again it keeps doing the exact same thing. This has happened more than 9 times now and has wasted so much of my data and just not letting me play ultimate team or use online features.
